Its easy but you need some texturing tricks. The problem here is the pixel shading pipeline not the vertex pipeline. So if you still dont know how to do texture alpha blend then find a good tutorial about that.

Just add a Requirement table that links the Skills table with itself. So the requirement #1000 needs the requirement 900, 800 and 700. You should have the following rows in the requirement table:
